Bertrand Julien-Laferrière

A graduate of École Centrale, Paris, University of California, Berkeley, and Insead, he was Managing Director of the Ricardo Bofill’s Taller de Arquitectura in the 1980s then joined Accor Hotels and Club Méditerranée with worldwide responsibility for real estate and development. He then moved on to become Member of the Management Board and Chief Development Officer of Unibail-Rodamco where he was in charge of the group’s major real estate development projects in Europe, before joining Société Foncière Lyonnaise in 2010 as CEO. He currently acts as Head of Real Estate at Ardian, the leading Alternative Asset Manager in Europe.

The client and the architect

Bertrand Julien-Laferrière, former CIO of the Société Foncière Lyonnaise, collaborated with PCA-STREAM on the design of #cloud.paris. This building, located in the heart of Paris, combines work spaces that coincides with the aspirations of the creative classes and the employees of high value-added industries, which are turning away from the single-use business centers of the periphery. As part of the documentary “PCA-STREAM: From research to action”, we asked him to reconsider the development of this project. Here, he goes into more detail about the relationship between the client and the architect in the French context.

Using an amount of grand office building rehabilitation projects, to artists Per Barclay and Alain Bublex, Société Foncière Lyonnaise conducted a reflection on the transformation of a place of industrial heritage of the 20th century to a contemporary live-work environment. This former factory in Boulogne-Billancourt, converted into offices in the late 20th century, underwent a new transformation to fit the needs of businesses today. For Bertrand Julien-Laferriere, the challenge is to define a new archetype of building services including design, functionality, and comfort of work areas which will foster innovation and talent development. The friction of cultures and artistic creativity with economic activities gives meaning to those who live and work in this environment a second thought. What is the impact of current economic transformations (the financialization and the acceleration of the economy, the increasing value of intangible assets) on the way architecture is produced? In only ten years, a massive influx of private capital has transformed existing buildings into fast-moving liquid financial assets. On the contrary, the production process of new projects has slowed down considerably and become much more complex, all the while the resources of the government and local authorities are dwindling. As a result, a process of devolution and transfer of architectural production to the private sector is occurring, and it is probably irreversible. In France, cultural and architectural needs were seen as being legitimately addressed only by public contracts due to the country’s Jacobin tradition (i.e., a centralized State tradition). Private commissions must gradually emancipate from the tutelage of the public sector; to achieve this, private decision-makers must increase their knowledge of architecture and architects and understand that design is at the heart of the process of value creation.
